CNN —A Russian missile strike killed at least 51 people in a village near the eastern Ukrainian city of Kupiansk on Thursday, officials say, in what would be one of the deadliest attacks against civilians since the conflict began. Moscow’s forces targeted a cafe and a shop in Hroza, in the Kharkiv region, soon after midday local time (5 a.m. Hroza is located about 40 kilometers from the frontlines of the war near Kupiansk, the city in Kharkiv that Russian forces seized early on in the war before losing it a year ago. The Ukrainian military has since been trying to resist advances from Moscow. The UN’s humanitarian coordinator in Ukraine said images arriving from the scene of the attack “are absolutely horrifying,” accusing Russian forces of carrying out a war crime.

London CNN —Mounting climate risks, illustrated by the extreme heat, wildfires and floods that ravaged parts of Europe this summer, could hurt the region’s economy as soon as this year, the European Commission warned Monday. In its latest economic forecast, the European Union’s executive arm downgraded its predictions for growth in the region in 2023 and 2024. But it added that there was “formidable uncertainty” over its latest forecast, with extreme weather among the “downside” risks. Construction and manufacturing are among other economic sectors vulnerable to extreme heat, said Owen at Saltmarsh Economics. Similarly to the European Commission, on Sunday the International Monetary Fund pointed to “grave risks to economic well-being” from climate change.

The group will cut 2% of its workforce in a 550 million euros cost-cutting effort that includes plant closures. Investors who might have cheered the news sent the stock tanking by 6% as BASF boss Martin Brudermüller is also suspending a 3 billion euros share buyback. Politically that may have allowed the group to maintain its dividend at a planned 3.40 euros a share. The closure of one of two ammonia plants in the company’s stronghold of Ludwigshafen was expected - a Belgian plant in Antwerp can supply the global market.

London CNN —Stung by the Biden administration’s huge green subsidy program, the European Union unveiled plans for its own “Green Deal” Wednesday to cut red tape and deliver tax breaks. The proposals, which will be debated by EU leaders next week, would make €250 billion ($272 billion) available from existing EU funds for the greening of industry, including offering tax breaks to businesses investing in net-zero technologies. EU leaders are worried that tax breaks for American companies, which amount to $270 billion, will disadvantage European firms and lure them to the United States. In a document detailing its new green industry plan, the European Commission also fingered China, saying it has provided green subsidies at a level twice as high as those in the European Union, relative to GDP. “Europe and its partners must do more to combat the effect of such unfair subsidies and prolonged market distortion,” it added.

European leaders used Davos to amplify complaints about the law’s tax breaks for American companies that make parts for green energy projects, which they claim will disadvantage European firms. German Chancellor Olaf Scholz addresses the World Economic Forum, in Davos, Switzerland, on Wednesday. Representatives from Asia’s third largest economy showed up in force at Davos to meet with international investors. “We’re looking at a less efficient world,” US Trade Representative Katherine Tai said.
